Director Baby Ruth Villarama and her team travel on a diverse assortment of boats and ships to document the continuing conflict and its impacts between the Philippine nation and China over control of the newly designated West Philippine Sea. This maritime region, viewed by most nations outside of China as within the Philippines' maritime territory, has seen a growing presence by boats from China. While some are fishing boats, most notably maritime militia that have engaged in harassing, intentionally hit, and tried to seize Filipino boats amid the ongoing standoff.
Certain scenes are undeniably tense, though often the conflict manifests as a diplomatic dance of seaborne intimidation. Officers from each side's boats deliver impassioned radio transmissions, filled with technical legalese, creating a form of long-distance negotiation.
Resupply at the Front Lines
The film's title points to the critical efforts by the Armed Forces of the Philippines to transport essentials to isolated garrisons in the West Philippine Sea where personnel are stationed for protracted periods of isolation. These specks of land are often little more than patches of sand in shallow waters, comparable to a football pitch, accessible only by fast-moving motorized rafts.
The journeys are undoubtedly scary for the cargo of baby goats, which are loaded alongside canned goods and further materials. The film shows the creatures seeking for better balance as the craft race across the rolling sea.

The film also follows fishers living around the more populated Scarborough Shoal, who express concern over reduced harvests due to the persistent presence of trawlers from China in their ancestral fishing areas.
A Compelling Subject, Imperfect Execution
In terms of filmmaking, the documentary is slightly weakened by a slightly disjointed storytelling structure and a musical score that can feel somewhat melodramatic, amplifying the emotional beats. Yet, it remains a important look of a critical subject that is rarely covered beyond Asia.
